Anjali Naini Associate Planner Anjali develops comprehensive plan elements including population analysis, economic development, and recreation and open space. Since joining GrantWorks in 2010, Anjali has worked on 5 plans for cities and a county colonia infrastructure plan. Prior to joining GrantWorks, Anjali consulted with the City of Fulshear in development of its Comprehensive Plan. She has a M.S. in Community & Regional Planning from UT-Austin.
Betty Collier Senior Client Services Specialist Betty has worked as a Senior Client Services Specialist for CDBG program services with GrantWorks since 1998. She provides services such as application support, public hearings and Council/Court meetings, and on site monitoring visits. She previously worked as City Administrator for the City of Bishop, TX and City Secretary in Driscoll, TX. Betty is TxCDBG certified and holds a B.A. in Education from Texas A&M at Kingsville.
Brenna Minor, AICP Vice President, Community Development Brenna has led GrantWorks’ Community Development Division since 2009 in the administration of more than 250 grant funded projects. She is TxCDBG certified and began working as a project manager in 2007. Brenna previously worked in state government and planning. She is fluent in Spanish and holds a M.A. in Urban & Environmental Policy & Planning from Tufts Univ. and a B.A. in Political Science from Boston Univ.
Bruce Spitzengel President Bruce has worked with grants since 1975, first as the planning director for Texas City, then as CDBG Manager for Pasadena, Texas. In 1979 he founded the firm that became GrantWorks, now the most successful provider of local grant services in Texas. He is an expert in HUD/CDBG, HOME, planning, infrastructure development, affordable and fair housing, and application preparation. Bruce holds a M.A. in Geography from Kansas State.
Caley Carmichael Program Coordinator Caley joined GrantWorks in 2011. As Program Coordinator, she reviews contracts and project files to help ensure compliance. She works with clients from Project Set-up to final monitoring by the Texas Department of Housing and Community Affairs. Previously, Caley was a Client Services Coordinator and a Real Estate Assistant for Turnquist Partners. Caley holds a BA from Baylor Univ.
Carlos Beceiro, AICP Senior Planner Carlos has 10 years of experience with infrastructure and land use planning. Since joining GrantWorks in 2006, he has developed more than 15 comprehensive plans for cities and counties. He specializes in infrastructure and housing planning for colonias as well as economic development in small town markets. Carlos is fluent in Spanish. He has a M.S. in Community & Regional Planning from UT-Austin.
Catherine Duarte CD Project Manager Catherine has been a project manager for GrantWorks since 2009. She is a TxCDBG certified administrator and has successfully managed over 30 CDBG projects. Catherine previously worked in community development and education. She holds a M.S. in Community & Regional Planning from the UT-Austin and a B.A. in Modern Languages from the Univ. of New Mexico.
Charlie E. Davis, P.E. Director of Engineering Services Charlie oversees GrantWorks’ infrastructure and capital improvement plans. Since 2005, he has worked with more than 70 small Texas cities identifying water, sewer, and drainage problems and solutions. Charlie previously worked for the City of Cedar Park, Hogan Group, and Bury+Partners. He holds a M.S. in Civil Engineering from Oklahoma State Univ.
Chuck Lucas Senior Consultant and PlannerChuck offices in Texarkana and has 30 years’ experience in preparing applications and managing CDBG and HOME grants for infrastructure, housing construction, and comprehensive planning, first with Lucas Consulting and now with GrantWorks. Prior to starting his own consulting firm, Chuck served as the Ark-Tex COG Director of Development. He holds a M.S. in Urban Planning from Virginia Tech.
Cristal Garcia CD Administrative Assistant and Labor Standards Specialist Cristal has worked as a Labor Standards Specialist and Community Development assistant since 2011. She is familiar with Federal Davis-Bacon Labor Standards, and previously worked as an administrative assistant. Cristal holds a B.A. in Geography from the UT-Austin.
Denman Glober, AICP Senior Planner Since joining GrantWorks in 2009, Denman has completed more than 10 comprehensive plans, including thoroughfare and land use planning and local ordinance review. She also assists with grant applications. Prior to joining GrantWorks, Denman assisted a firm in Dallas with code review for municipal construction projects. Denman holds a M.S. in City and Regional Planning from UNC-Chapel Hill.
Donna M. Johnson HOME Program Director Donna has worked with GrantWorks’ housing programs since 2003. With her extensive construction management knowledge and experience, she is responsible for and oversees construction of more than 300 homes. Donna was formerly with Vann & Associates grant management firm and holds a BA from Trinity Univ.
Emily Phalan CD Project Manager Emily has been a project manager for GrantWorks since 2010. She is a TxCDBG certified administrator and has successfully managed 30 CDBG projects. Emily previously worked in planning. She holds a M.S. in Community & Regional Planning and B.A. in Geography from the UT-Austin.
Eric Hartzell, AICP Executive Vice President Eric joined GrantWorks in 1995 after working for the Austin Water/WW Utility and Texas CDBG Program. He oversees the firm’s infrastructure and planning efforts and is an expert in HUD/CDBG, planning, colonias, infrastructure development, affordable and fair housing, acquisition, and application preparation. Eric has a M.S. in Community & Regional Planning from UT-Austin.
George Russell Inspector George has been with GrantWorks since 2005. He takes homeowner applications and conducts progress and final inspections of the homes. George is a licensed real estate inspector and has an extensive background in the residential construction industry, including ownership of a General Contracting business.
Jack Holz HOME Coordinator Jack joined GrantWorks in 2004. Jack assist homeowners with questions, works with Title Companies, and prepares construction and HOME Program documentation. Additionally, he reviews and verifies the information submitted by the applicants for accordance with local program policies and State and Federal rules, guidelines, and regulations. Jack attended the UT-Austin.
John Young CD Project Manager John has been a labor standards specialist and project manager for GrantWorks since 2010. As a TxCDBG certified administrator he has successfully managed 12 CDBG and TxDOT projects valued at $7.5 million and is a Davis-Bacon Labor Standards specialist. John previously worked in journalism. He holds bachelor’s degrees in English and Biology from the College of Charleston.
Jerry Carvajal Director of West Texas Services Jerry has been a project manager for GrantWorks since 1997 and is the Director of West Texas Services due to his extensive experience in that region. Jerry is a TxCDBG certified administrator and has completed more than 50 CDBG projects. Jerry worked previously as the City of Alpine CD Director and City Manager. He is fluent in Spanish and holds a M.S. in Public Administration and B.S. in History from Sul Ross State Univ.
Julie Bonilla, PHR Director of Operations Julie, who joined GrantWorks in 2011, manages the accounting, human resources, and business administration functions of the organization. Julie previously worked as a Controller and held an executive-level role in the technology and construction industries. She holds a B.S. in Business Administration from Univ. of Phoenix and is a certified Professional in Human Resources.
Julie Murray Senior CD and Environmental Specialist Julie has worked as Community Development and Environmental Specialist for HOME and CDBG projects from 2004-2005 and 2007-present. She is TxCDBG certified and has expertise in NEPA guidelines and THC clearance. Julie previously worked in biological field research for organizations including the USGS and US Fish & Wildlife Service. She holds a M.S. in Community & Regional Planning and B.S. in Biology from the UT-Austin.

Kelly previously worked as a payroll and personnel assistant in the construction industry.
Kirk Dibbens LMI Survey Crew Leader Kirk has worked as GrantWorks’ LMI Survey Crew Leader since 2009. He specializes in performing door-to-door surveys that qualify CDBG projects, and also serves as GrantWorks’ facility manager. Kirk previously worked in hospitality services.
Lee Anne Huntoon CD Project Manager Lee Anne has been a project manager for GrantWorks since 2009. She is a TxCDBG certified administrator and has successfully managed over 30 CDBG projects. Lee Anne previously worked with CDBG in Alaska and with the TCEQ. She holds a M.S. in Community & Regional Planning from UT-Austin and a B.A. in Anthropology and B.S. in Geography-Resource & Environmental Studies from Texas State Univ. San Marcos.
Lora Myrick Director, Resource Services Lora has extensive experience in housing program management and compliance as Director of Program Services, HOME Manager, Team Lead, and Senior Portfolio Analyst and Compliance Monitor at TDHCA and the Oklahoma Housing Finance Agency. Lora is an expert in fair housing, loan/grant compliance, HUD regulations, HOME, Housing Tax Credits, quality control and deficiency resolution. She is certified in several HOME and Tax Credit specialties.
Lucy Elder Planning Intern Lucy supports comprehensive planning services through research on population, economic development and parks and recreation. Lucy is seeking a MS in Community and Regional Planning from UT-Austin. Lucy has a B.A. in Economics from Trinity Univ. in San Antonio.
Marilyn Shashoua, AICP Director, Planning Services Marilyn manages GrantWorks’ Planning Division. During her tenure (2005-), the division has completed more than 60 plans for Texas cities and counties. Marilyn was previously a planning consultant to Central Texas towns and a journalist covering cities in Dallas-Fort Worth and Miami. She is fluent in Spanish and holds a M.S. in Community & Regional Planning from UT-Austin and a MPA from the Univ. of North Florida.
Martha Arosemena, AICP Senior CD Project Manager Martha has been a planner and project manager for GrantWorks since 2003. She is a TxCDBG certified administrator and has successfully managed nearly 80 CDBG projects in addition to completing 7 plans. Martha previously worked for the TCEQ and in community development. She is fluent in Spanish and holds a M.S. in Community & Regional Planning and B.A. in Anthropology from the UT-Austin.
Martha Drake Senior Consultant Martha has worked in community development since 1995 and has been with GrantWorks since 1999 as a senior consultant and application expert. Martha is a TxCDBG certified and has successfully funded numerous TxCDBG, Texas Capital Fund, and Coastal Program applications. Martha previously worked in journalism. She holds a B.S. in Journalism from Sam Houston State Univ.
Mary Alice Smith Senior Consultant/Client Services Specialist Mary Alice has worked as a Consultant and Client Services Specialist with GrantWorks since 2007. She also writes applications for the Concho Valley and North/West Central areas of Texas. She previously worked for 19 years as a TxCDBG Program Compliance Monitor for TDHCA/TDRA and Regional Coordinator at TDRA. Mary Alice is TxCDBG certified.
Raquel Aguirre Geographic Information Systems Analyst Raquel creates databases and other mapping products for comprehensive plans. Since joining GrantWorks in 2011, Raquel developed 2010 Census databases used to provide up-to-date analysis. Prior to joining GrantWorks, Raquel was a GIS Specialist at the Save Our Springs Alliance in Austin where she created educational maps for land conservation. Raquel has a B.A. in Geography from UT-Austin.
Regan Lenehan Senior CD Project Manager Regan has been a project manager for GrantWorks since 2004, and has expertise in managing Texas Capital Fund projects. She is a TxCDBG certified administrator and has successfully managed nearly 80 CDBG projects. Regan previously worked in development. She is fluent in Spanish and holds a M.S. in Community & Regional Planning from the UT-Austin and a B.A. from Vassar College.
Robert Holz Office Assistant Robert joined GrantWorks in 2011 as Office Assistant. He is responsible for newspaper ad management, file archiving, and providing general administrative support to all divisions within the organization. His previous experience includes archiving and working as a Lead Conceptual Artist. Robert served in the 334th Fighter Squadron in the United States Air Force from 1994 to 1998.
Robert Rhatigan CD and Environmental Specialist Robert has worked as a Community Development and Environmental Specialist for HOME and CDBG projects since 2011. He previously worked as a GIS Technician, writer, and IT Administrator. Rob holds a M.A. in Applied Geography from the Univ. of Colorado and a B.A. in Environmental Science from State Univ. of New York.
Shirleen BonacciProject Manager Shirleen, who joined GrantWorks in 2011, is responsible for construction management and oversight. She has worked in the construction industry for over 20 years, holding contract management, project management, and project superintendent responsibilities. In addition, Shirleen has been a loan/escrow coordinator, worked with state and local building officials, and handled projects from conceptual design through homeowner occupancy.
Simon Doty Geographic Information Systems Analyst Simon creates base maps, and other maps used in Comprehensive Planning. Prior to joining GrantWorks in 2010, Simon was a GIS Analyst at Save Our Springs Alliance in Austin and the City of San Antonio, where he compiled data and maps on land use, nature preservation and emergency management. Simon has a B.A. in History and Latin American Studies from UT-Austin and is fluent in Spanish.
Suzy Riley CD Project Manager Suzy has been a project manager for GrantWorks since 2009. She is a TxCDBG certified administrator and has successfully managed over 30 CDBG projects as well as 2 Coastal Impact Assistance Program projects. Suzy previously worked in planning. She holds a M.S. in Community & Regional Planning from the UT-Austin and a B.A. from the Univ. of Auckland.
Tres Davis Vice President Tres has been with GrantWorks since 2000, overseeing the implementation of over 200 HOME contracts. Prior to GrantWorks, he worked for the TDHCA HOME Program and worked as a Construction Manager and a Certified Lead Inspector. Tres holds an MS in Construction Management from Texas A&M and a BA from Tulane Univ.
Webbie Carvajal Administrative Assistant, West Texas Services Webbie, who joined GrantWorks in 1997, assists with grant management as part-time Administrative Assistant for our West Texas office. She is also employed by the Family Crisis Center in Alpine, where she as written and administered grants for over 10 years. Webbie has also worked as a legal secretary and a loan secretary in the real estate industry.
